RECOMMENDATION
The Administration recommends promoting the opportunity to volunteer at either a Miami-Dade County Public School, via the established protocol, and/or through the City’s Parks and Recreation Program, also via the established protocol. Additionally, several private and charter schools within Miami Beach may welcome community volunteers; however, each of these schools will have its own volunteer process (if applicable).
To support this effort, the Administration has created a bilingual flyer (English and Spanish) to advertise these opportunities, which will be distributed through community centers, senior facilities, public-facing events, the Quality Education Committee and PreK Scholarship partner providers. This outreach tool is designed to increase awareness and encourage participation among seniors and other residents interested in supporting youth programs throughout Miami Beach. (Exhibit A)
BACKGROUND/HISTORY
At the July 23, 2025, Commission Meeting, item C4H referred to the Public Safety and Quality of Life Committee to discuss/take action regarding an intergenerational program engaging seniors to read or teach foreign language(s) to youth within the City of Miami Beach (Exhibit B).
The initiative is intended to:
• Enhance literacy and multilingual education opportunities for children. • Promote a sense of purpose and community involvement among seniors. • Leverage existing resources to strengthen neighborhood ties and well-being.
It was requested that the committee discuss and make recommendations to the Mayor and City Commission on how best to support and implement this initiative, including identifying potential program partners and resources necessary for successful launch and sustainability.
At the September 10, 2025, Public Safety and Quality of Life Committee meeting, the Administration recommended that the Parks and Recreation Department advertise volunteer opportunities within the City’s after-school and Play-Time programs. (Exhibit C)
The Committee further suggested that the Parks and Recreation Department could play a greater role in community engagement by leveraging its proximity to senior populations and available
facilities. In response, the Administration confirmed that both Miami-Dade County Public Schools and the Parks and Recreation Department already have established pathways for community members, including seniors, to volunteer, with specific roles determined by the respective school site or program administration.
ANALYSIS
Miami-Dade County Public Schools has a well-established school volunteer program allowing members of the community to share their time and talents to enrich the lives of students and support the needs of schools. School Board Policy 2430.01 recognizes that certain programs and activities can be enhanced through the use of community volunteers who have particular knowledge or skills that will be helpful to members of the school staff who are responsible for the delivery of programs and activities.
Miami-Dade County Public Schools’ School Volunteer Program Policies and Guidelines are as follows: 1. All volunteers (Level 1 or Level 2) must successfully complete the registration and background check process. (Board Policy 8332) Statement of Collection, Use, or Release of Social Security Numbers as they relate to volunteers. The School Board of Miami-Dade County is authorized to collect, use or release social security numbers (SSN) of employees, employee dependents, and other individuals for the following purposes*, which are noted as either required or authorized by law to be collected. *Fla Statute 119.071 (5)(a) 2.a. (II). 2. Once approved, all volunteers must check in and check out at a designated location in the school before proceeding to volunteer. This is required for the purposes of liability, tracking hours of service, and communicating with volunteers in case of an emergency. 3. All volunteers must have identification and wear an identifying badge whenever volunteering. 4. Volunteers are to always serve as positive role models. A school volunteer MUST ALWAYS: a. Use appropriate language; b. Discuss age-appropriate topics; c. Refrain from inappropriately touching students; d. Refrain from disciplining students (behaviors needing discipline must be referred to the appropriate teacher or staff member); and e. Refrain from giving students gifts, rewards, or food items of any kind without the teacher’s permission; (Board Policies 3213, 3380, 5517) 5. For liability reasons, volunteers must leave preschoolers or children not registered in the school, at home. 6. Volunteers may not be left alone to supervise students. The visual and auditory presence of a Miami-Dade County Public Schools’ employee or legal guardian must be maintained at all times including on field trips or virtual-related activities. (Board Policy 2340) 7. Volunteers MUST keep confidential any information about a student or any school-related incident. If there is a safety concern or an emergency issue, it must immediately be communicated to someone in authority. (Board Policy 8330) 8. Volunteers should notify the front office if an illness or emergency prohibits them from attending a scheduled volunteer shift. Volunteers should be prompt and dependable. 9. The dress code for volunteers should be appropriate at all times. 10. Volunteers should exercise appropriate and responsible use of school and District technology, video conferencing platforms, social media, and information systems. (Board Policy 7540) 11. Volunteers must report suspected child abuse per Florida Statute 39.201. (Board Policy 8462) 12. Each school principal or work site supervisor may set additional policies with respect to volunteer involvement. A volunteer’s service may be terminated at any time, either at the discretion of the principal, Miami-Dade County Public Schools, or the volunteer.
M-DCPS School Volunteer Process To be a volunteer for Miami-Dade County Public Schools, you must fill out an online Volunteer Registration, even if you were previously registered prior to this year. Registrations will be done through either the Parent or Community Portal.
There are 3 different ways to complete this process: A. If you have a Parent Portal account with your name on it B. If neither parent has a Parent Portal account C. If one parent has his/her name on the Parent Portal account, and the other parent or another relative wants to register to be a school volunteer
A. Parent Portal account with your name on it 1. Log onto the Parent Portal 2. Click on the Services/Sites tab 3. Click on “Be a School Volunteer” 4. Complete the required fields. Note: Name, Address, and Date of Birth must be accurate or the clearance process will be delayed. 5. Click Submit. 6. A message window will open saying, “Continuing will require an identification and background check. Are you sure you want to continue?” Click “OK” 7. Select school location. 8. Click the Student Relative box, if applicable. 9. Select the type of service activities you are volunteering for. There are 2 different clearance levels: Level 1 and Level 2. Most activities are Level 1: chaperoning a day field trip or helping out at school activities. Level 1 volunteers will have electronic background checks. Level 2 is not necessary for our school. 10. Click Submit. Please bring a photo ID to the school and make an appointment when volunteering on campus.
B. Neither Parent has a Parent Portal Account 1. To create a Parent Portal account, you need a PIN number assigned to your Child. To obtain, please email anitafullmer@dadeschools.net from the registered parent’s email address. 2. Go to www.dadeschools.net. 3. Click on Parents. 4. Click Log on to Portal. 5. Click Create an Account and follow the steps. 6. Once your account becomes active, you may register to become a school volunteer by following the steps under section A above.
C. Parent/Guardian has a Parent Portal account, and the other Parent/Guardian or other relative of the child wants to become a school volunteer 1. Go to www.dadeschools.net. 2. Click Community. 3. Parks and Recreation The Parks and Recreation Department welcomes senior volunteers to read or teach foreign languages for young students enrolled in our Play Time and After School programs. Pursuant to Florida Statutes, all volunteers who work in direct contact with children or vulnerable populations must complete a satisfactory Level 2 background screening prior to commencing work. All interested volunteers must submit their application through the NeoGov system per the following:
Step1-Goto: https://www.governmentjobs.com/careers/miamibeach/jobs/3423579/recreationprograms- contracted-services. Step 2 – Click on Recreation Program – Contract Service. Once the information pops up, click on the green “Apply” button on the top right. Step 3 – Log in to your NeoGov account. Create one if necessary. Step 4 – Click on each tab on the left, Info, Work, Education, etc. and fill out all sections. Step 5 – In Attachment, upload any relevant information such as language, age group, or desired volunteer location. You may also include additional documents or pictures. Step 6 – In the Question section, you must answer all the questions in the section. Step 7 – Click on review tab and review all information. Once complete, click on the submit button. Once submitted, you will get an email verification. Step 8 - Department will review and contact the volunteer regarding the background process.
Once the application has been received and reviewed, the volunteer applicant must then comply with the background screening process. Background screenings will be conducted by the City of Miami Beach, Human Resources Department's system for confirming initial Level 2 background screenings. Volunteer applicants will be advised of the background screening date and time.

CONCLUSION
This initiative aims to foster cross-generational connections, enhance educational outcomes, and support community-building. The program will pilot through programming with the Parks and Recreation After School and Playtime Programs. Further expansion is being explored, with support from the Education and Performance Initiatives division, at Miami Beach South Pointe Elementary located near Rebecca Towers, to allow convenient senior participation.
The Administration will continue to monitor participation, explore expansion to other sites, and strengthen partnerships to build a sustainable volunteer framework that benefits both youth and seniors.

This initiative aims to foster meaningful cross-generational connections, enhance educational outcomes, and support community-building efforts. The program could initially pilot at South Pointe Elementary, located in close proximity to Rebecca Towers, allowing for convenient access and engagement by participating senior residents.

A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE PUBLIC SAFETY AND NEIGHBORHOOD QUALITY OF LIFE COMMITTEE AT ITS SEPTEMBER 10, 2025, MEETING, REGARDING AN INTERGENERATIONAL PROGRAM ENGAGING SENIORS TO READ TO OR TEACH FOREIGN LANGUAGE($ ) TO YOUNG STUDENTS WITHIN THE CITY OF MIAMI BEACH.
WHEREAS, at the July 23, 2025, City Commission Meeting, the Mayor and City Commission referred to the Public Safety and Quality of Life Committee an item to discuss/take action regarding an intergenerational program engaging seniors to read or teach foreign language(s) to youth within the City of Miami Beach; and
WHEREAS, the initiative is intended to enhance literacy and multilingual education opportunities for children, promote a sense of purpose and community involvement among seniors, and leverage existing resources to strengthen neighborhood ties and well-being ; and
WHEREAS, at the September 10, 2025, Public Safety and Quality of Life Committee meeting, the Administration recommended that the Parks and Recreation Department advertise volunteer opportunities within the City's after-school and Play- Time programs; and
WHEREAS, the committee further suggested that the Parks and Recreation Department play a greater role in community engagement by leveraging its proximity to senior populations and available facilities; and
WHEREAS, thereafter, the Administration confirmed that both Miami-Dade County Public Schools and the Parks and Recreation Department already have established pathways for community members, including seniors, to volunteer, with specific roles determined by the respective school site or program administration ; and
WHEREAS, the Parks and Recreation Department welcomes senior volunteers to read or teach foreign languages to young students enrolled in our Play Time and After School programs. Pursuant to Florida Statues, all volunteers who work in direct contact with children or vulnerable populations must complete a satisfactory Level 2 background screening prior to commencing work. All interested volunteers must submit their application through the NeoGov system; and
WHEREAS, this initiative aims to foster cross-generational connections, enhance educational outcomes, and support community-building. The program will pilot through programming with the Parks and Recreation After School and Playtime Programs. Further expansion is being explored at Miami Beach South Pointe Elementary, located
near Rebecca Towers, to allow convenient senior participation.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the Public Safety and Neighborhood Quality of Life Committee, at its September 10, 2025 meeting, regarding an intergenerational program engaging seniors to read to or teach foreign language(s) to young students within the City of Miami Beach.
