A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH DIRECTING THE CITY ADMINITRATION TO ADOPT AND IMPLEMENT, AS SOON AS REASONABLY PRACTICABLE, A FIVE-STEP SMALL BUSINESS FAST- TRACK MODEL, BASED ON THE CITY OF AVENTURA'S PERMITTING PROCESS, TO CLEARLY DELINEATE THE STEPS AND REQUIREMENTS NECESSARY FOR OPENING NEW BUSINESSES IN THE CITY OF MIAMI BEACH AND TO EXPEDITE THE PERMITTING PROCESS FOR SMALL BUSINESSES.

WHEREAS, the City of Miami Beach recognizes the importance of supporting sma ll businesses as vital contributors to the local economy, cultural vibrancy, and neighborhood quality of life; and

WHEREAS, recent presentations by concerned citizens have highlighted significant delays, inconsistencies, and communication challenges in the City's permitting process, which have resulted in lost revenue, missed seasonal opportunities, and long-term vacancies in commercial storefronts; and

WHEREAS, the City of Aventura has implemented a streamlined five-step Sma ll Business Fast- Track model that consolidates the Certificate of Use and Business Tax Receipt processes, provides clear guidance, and exped ites approvals within 10 business days once documentation is complete; and

WHEREAS, the Aventura model includes the following five steps: (1) Apply for Certificate of Use, (2) Apply for Business Tax Receipt, (3) Apply/Obtain Miami-Dade County Certificate of Use (if applicable), (4) Submit all supplemental requirements to the City, and (5) Obtain City of Aventura Certificate of Use and Business Tax Receipt; and

WHEREAS, adopting and implementing a simi lar model in the City of Miami Beach, including, but not limited to, a 48 hour response time from the initial application and the implementation of technology that emu lates Aventura's easy-to-use interface, would provide applicants with a clearly delineated roadmap, reduce confusion across departments, improve responsiveness, and promote economic development by accelerating the launch of small businesses; and

WHEREAS, the Mayor and City Commission wish to direct the City Administration to adopt and implement the five-step Aventura model as a framework for exped iting the permitting process for small businesses in the City of Miami Beach as soon as reasonably practicable.

NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby direct the City Administration to adopt and implement, as soon as reasonably practicable, a five-step Small Business Fast-Track model, based on the City of Aventura's permitting process, to clearly delineate the steps and requirements necessary for opening new businesses in the City of Miami Beach and to expedite the permitting process for small businesses.
