RECOMMENDATION

The Administration recommends approving by 5/7ths vote, the designation of the Butterfly Garden at the Flamingo Park as the “Joy Malakoff Butterfly Garden”, after late Commissioner Joy Malakoff, and installation of a commemorative plaque and supporting pedestal, following a duly noticed public hearing pursuant to Section 82-504(a) of the City Code.

BACKGROUND/HISTORY

Joy Van Wye Malakoff was a distinguished civic leader whose lifelong commitment to public service shaped the cultural, environmental, and historic character of the City of Miami Beach. Following a successful 32-year career in banking, she served as a Miami Beach City Commissioner and held leadership roles on the Planning Board, Zoning Commission, and Historic Preservation Board. Her influence was instrumental in shaping the city’s development.

Affectionately known as the “Queen of Miami Beach,” Joy championed for landmark civic projects including Ocean Terrace Park, the Miami Beach Convention Center renovation, and the restoration of treasured historic landmarks. Her enduring support for the arts was evident in her involvement with institutions such as the Wolfsonian, the Bass Museum, New World Symphony, and the Miami Beach Botanical Garden, where she served as a trusted advisor and Board Chair.

Joy’s received numerous accolades in recognition of her civic contributions including the Key to the City and the Mayor’s Shining Light Award. Her legacy of visionary leadership and compassionate service continues to inspire those who work and play in the City of Miami Beach.

At the May 21, 2025 Commission meeting, at the request of Commissioner Kristen Rosen Gonzalez, the Mayor and City Commission referred an item (C4 R) to the Public Safety and Neighborhood Quality of Life Committee (“PSNQLC”), to discuss the naming the Butterfly Garden at the Flamingo Park as the “Joy Malakoff Butterfly Garden “after late commissioner Joy Malakoff. (Exhibit A).

At its July 9, 2025 meeting, the Public Safety and Neighborhood Quality of Life Committee provided a favorable recommendation to the City Commission to designate the Butterfly Garden as the “Joy Malakoff Butterfly Garden”. To commemorate this tribute, a plaque measuring 12” x 12” and will be mounted on a supporting pedestal.

ANALYSIS

The budget for the production and installation of 12” x 12” plaque and supporting pedestal is $5,000.00, with funding allocated from the Parks and Recreation Department 2025 fiscal year budget.

WHEREAS, Commissioner Malakoff served for many years as Miami Beach City Commissioner and contributed to the City through her service and leadership on the Planning Board, Board of Adjustment, and Historic Preservation Board; and

WHEREAS, Joy Malakoff, who was affectionately known as the "Queen of Miami Beach," was a respected and dedicated public servant who championed key civic initiatives, including the revitalization of Ocean Terrace Park, the renovation of the Miami Beach Convention Center, and the preservation of historically significant sites; and

WHEREAS, her support for the arts and cultural institutions was steadfast, as demonstrated by her contributions to the Wolfsonian, the Bass Museum, the New World Symphony, and the Miami Beach Botanical Garden; and

WHEREAS, in recognition of her extraordinary civic contributions, Commissioner Malakoff was awarded the Key to the City and the Mayor's Shining Light Award ; and

WHEREAS, naming the butterfly garden at Flamingo Park in her honor is a fitting tribute that reflects her love of nature, public service, and the Miami Beach community; and

WHEREAS, at its July 9, 2025 meeting, the PSNQLC provided a favorable recommendation to the City Commission to name the butterfly garden as the "Joy Malakoff Butterfly Garden," commemorated by a 12" x 12" plaque mounted on a pedestal, with a $5,000.00 production and installation budget funded through the Parks and Recreation Department's Fiscal Year 2025 budget; and

WHEREAS, at its meeting on September 3, 2025, the City Commission approved the recommendation of the PSNQLC to name the butterfly garden at the Flamingo Park as the "Joy Malakoff Butterfly Garden," after the late Commissioner Joy Malakoff, and install a commemorative plaque and supporting pedestal; and

WHEREAS , at its meeting on September 3, 2025, the City Commission further directed the City Clerk to schedule a Public Hearing on the proposed butterfly garden naming and commemorative plaque and pedestal installation for September 17, 2025, pursuant to Section 82- 504(A) of the City Code; and

WHEREAS, the public hearing was not held during the September 17, 2025 City Commission meeting and was continued to the City Commission meeting on October 29, 2025.

NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve on a five-sevenths (5/7ths) vote, following a duly noticed Public Hearing held pursuant to section 82-504(A) of the City Code, the naming of the butterfly garden at Flamingo Park as the "Joy Malakoff Butterfly Garden" after late Commissioner Joy Malakoff, and the installation of a commemorative plaque and supporting pedestal, in honor of Commissioner Joy Malakoff.
