WHEREAS, pursuant to Resolution No. 2015-28919, the City Commission previously adopted allocations for the 1% Resort Tax Quality of Life proceeds as follows: 45% for transportation initiatives in tourist-related areas; 45% allocated equally among North Beach, Middle Beach, and South Beach for capital projects that enhance Miami Beach’s tourist-related areas; and 10% allocated to various arts and cultural programs; and

WHEREAS, pursuant to Resolution 2018-30512, in adopting the FY 2018/19 budget, the Mayor and City Commission amended the allocations by increasing the transportation initiatives allocation from 45% to 60%, and decreasing the capital allocations for North Beach, Middle Beach, and South Beach from 15% to 10% each; and

WHEREAS, the City of Miami Beach recognizes the vital role that arts and cultural programs play in enriching the community and enhancing the City’s appeal as a world- class destination; and

WHEREAS, the City also acknowledges the growing need to invest in capital improvements that directly support the enhancement of stormwater infrastructure in tourist areas most affected by flooding during King Tides and major rain events; and

WHEREAS, maintaining existing funding levels (expressed as a percentage) of amounts currently allocated to (a) arts and culture organizations based in Miami Beach and (b) arts and culture organizations whose programming is primarily focused on the City’s youth and reallocating the remaining funds currently designated for arts and culture programs toward the enhancement of stormwater infrastructure in tourist areas as determined by the Mayor and City Commission from time to time will allow the City to maintain a significant level of support for the most important arts and culture organizations, the City’s cultural anchors, while ensuring that public infrastructure in

tourist areas keeps pace with the ever-growing demands on the City’s stormwater system caused by King Tides and major rain events; and

WHEREAS, the Mayor and City Commission find that this reallocation will strike a balance between continuing to support cultural enrichment and addressing critical infrastructure needs that contribute to the overall quality of life in Miami Beach.

NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, that the Mayor and City Commission hereby amend, commencing in Fiscal Year 2027, the allocations of the 1% Resort Tax Quality of Life proceeds to maintain existing funding levels (expressed as a percentage) of amounts designated for (a) arts and culture organizations based in the City of Miami Beach (cultural anchors) and (b) arts and culture organizations whose programming is primarily focused on the City’s youth, and reallocate the remaining funds currently designated for arts and culture programs (expressed as a percentage) toward capital projects that enhance stormwater infrastructure in tourist areas of the city most affected by flooding during King Tides and major rain events; and further, directs the City Administration to incorporate the new allocations when preparing the Fiscal Year 2027
