R9 AD PRELIMINARY UPDATE ON ADMINISTRATIONS DEVELOPMENT ON PROGRAMMING FOR THE SOUTH SHORE COMMUNITY CENTER. Applicable Area:

TO:
Honorable Mayor and Members of the City Commission
FROM:
Eric Carpenter, City Manager
DATE:
October 29, 2025
TITLE:
PRELIMINARY UPDATE ON ADMINISTRATIONS DEVELOPMENT PROGRAMMING FOR THE SOUTH SHORE COMMUNITY CENTER.

RECOMMENDATION

The Administration recommends proceeding with the development of a pilot cultural programming initiative at the South Shore Community Center in collaboration with local artists and cultural anchors. This initiative should prioritize inclusive, community-driven programming that reflects the diverse cultural heritage of Miami Beach and supports local creative economies.

BACKGROUND/HISTORY

On September 3, 2025, the Mayor and the City Commission referred an item (C7AF), sponsored by Commissioner Tanya K. Bhatt, directing the City Administration to collaborate with local artists and cultural anchors to develop programming for the South Shore Community Center. The resolution further instructs the Administration to return to the Commission with preliminary updates by October 29, 2025.

The South Shore Community Center has served as a summer camp program location, but its cultural programming has remained underdeveloped. This resolution represents a strategic opportunity to reimagine the center as a vibrant cultural hub.

ANALYSIS

The directive aligns with broader city goals of enhancing cultural access, supporting local artists, and activating underutilized public spaces. Key considerations include:

Pilot Program: Launch a seasonal cultural series at one or more community centers, featuring rotating themes such as Latin Heritage Month, Youth Art Showcase, or Senior Storytime. Artist Partnerships: Miami Beach is home to a vibrant community of artists, musicians and cultural organizations that can serve as an established roster to lead workshops, performances and exhibitions. Economic and Social Benefit: Cultural Programming can drive foot traffic to support local economies and foster social cohesion across age groups and backgrounds. Operational Considerations: Existing facilities can accommodate a range of programming with minimal capital investment. Partnerships with local nonprofits and cultural institutions can offset costs and expand reach. The Administration has been sharing programming opportunities with local cultural institutions and cultural presenting organizations. On September 25, 2025, the Tourism and Culture Department hosted the FY2026 Cultural Arts Council Grantee workshop and shared the South Shore Community Center opportunity with current grant recipients.

CONCLUSION

Community centers have long served as vital hubs for recreation, education, and civic engagement. Cultural programming such as performances, exhibitions, workshops, and heritage can add additional resident benefits to sometimes underutilized spaces. The Administration will continue to work with our cultural partners to solidify opportunities for cultural programming for the South Shore Community Center and report back on progress through a Letter to Commission.
