Referral To The Office Of The Inspector General To Investigate The Rampant Fraudulent Misuse Of Disabled Placards By (non-disabled) Employees Of Establishments In The South Of Fifth Neighborhood, Including Whether Any Licensed Establishments And/or City Permittees Such As Valet Operators Are Unlawfully Using And/or Distributing Disabled Placards To Their (non-disabled) Employees, In Violation Of Applicable Laws And Permit Terms And Conditions, To Permit Employees To Park Unlawfully On Public Property In Residential Zoned Parking Areas In The South Of Fifth Neighborhood.
