RECOMMENDATION

The City Administration ("Administration") recommends that the Mayor and City Commission ("City Commission") approve the Resolution.

This solicitation is under the Cone of Silence.

BACKGROUND/HISTORY

The Bass Museum of Art’s (the “Bass”) buildings and site, located at 2100 Collins Avenue Miami Beach, FL within Collins Park, represent a unique and cherished resource for the City of Miami Beach (the “City”). The architecturally distinctive main building, constructed in 1930, was designed by John S. Collins’ grandson, architect Russell T. Pancoast, as a public library. The original building exhibits an Egyptian-Revival style–featuring cast concrete seabirds at upper corners and bas-relief panels inset above the front entrances depicting early Miami Beach history and nature. Pancoast specified that several Baobab trees be shipped from North Africa to complete the setting. Six of these massive trees survive today on the south side of the Museum. The original building, along with later wings symmetrically added to each side, is clad in “Keystone” (coral stone) sourced from the upper Florida Keys.

A modern addition to the gallery building’s northwest corner was designed by Japanese architect Arata Isozaki; however, a recent modification project was designed by New York architect David Gault, who had been Isozaki’s associate on the gallery building. The proposed modification expands the existing structure into the parking lot to the south (the “Project”). The Project is bounded by Park Avenue to the west, 22nd Street to the north, 21st Street to the south, and Collins Park to the east. Therefore, the Administration developed a Request for Qualifications

(RFQ) 2025-402-DF for Construction Manager at Risk (CMR) for the Bass Museum of Art expansion project.

The project seeks to enhance the Bass’ visitor experience and its ability to serve the public. We will be adding a new wing to increase versatile spaces for engagement and a state-of-the-art contemporary gallery for the museum's growing permanent collection. The Bass Museum Expansion project is a subproject funded under the G.O. Bond Arts and Culture Project Type “GOBAC-T1” with a total allocated/approved budget of $15.7M of which $6.2M is funded in Tranche 1, and $9.5M will be funded in Tranche 2.

The site for this proposed Project on the southwest corner of the site was already proposed as the location for a later phase by Isozaki in the master planning of his original Gallery Building addition. Fortunately, the loss of a few parking spaces would be inconsequential now that the City has completed the new parking garage for the cultural campus located on the block north of the Bass.

The neighborhood surrounding Collins Park has emerged as a cultural campus featuring the Bass, the Regional Library, the Miami City Ballet headquarters, and the decorative Rotunda building being redeveloped by the City for cultural uses. The Park serves as the centerpiece for these assets and is within easy pedestrian range of the City’s Convention Center, Lincoln Road Mall, and multiple hotels. Collins Park and the Bass are protected by the City’s historic preservation ordinance – additions and modifications require approvals from the City of Miami Beach’s Historic Preservation Board.

Therefore, the administration developed an RFQ, to obtain proposals from CMR firms with the capabilities and experience to provide preconstruction services, and construction phase services via a Guaranteed Maximum Price (GMP) for The Bass Museum of Art Expansion Project (the “Project”).

ANALYSIS

On July 23, 2025, the City Commission authorized the issuance of Request for Qualifications (RFQ) No. 2025-402-DF, for Construction Manager at Risk (CMR) for the Project. On July 24, 2025, the RFQ was issued. A voluntary pre-proposal conference was held on August 1, 2025, to provide information to proposers submitting a response. Three (3) addenda were issued, and 92 prospective bidders accessed the advertised solicitation. RFQ responses were due and received on September 29, 2025. The City received two (2) proposals from D. Stephenson Construction, Inc., and State Contracting & Engineering Corporation.

On October 9, 2025, the City Manager appointed the Evaluation Committee (“Committee“) via Letter to Commission (LTC) #433-2025. The Committee convened on November 6, 2025, to consider the proposals received. The Evaluation Committee was comprised of Lissette Arrogante, Director, Tourism & Cultural Department; Daniel Alzuri, Assistant Director, Facilities & Fleet Management Department; Silvia Cubiña, Director, The Bass Museum of Art; Mohsen Shaban, Senior Project Manager, Office of Capital Improvement Projects; and Thais Viera, G.O. Bond Program Director, City Manager’s Office.

The Committee was provided an overview of the project, information relative to the City's Cone of Silence Ordinance, and the Government Sunshine Law. The Committee was also provided with general information on the scope of services and a copy of each proposal. The Committee was instructed to score and rank each proposal pursuant to the evaluation criteria established in the RFQ. The evaluation process resulted in the ranking of proposers as indicated in Attachment A and below.

1st Ranked - State Contracting & Engineering Corporation

2nd Ranked - D. Stephenson Construction, Inc

The Committee resulted in State Contracting & Engineering Corporation as the highest-ranked proposer. The Committee highlighted, during deliberations, that the historical significance of the Bass, its current condition, and the integration of the proposed expansion are critical factors in determining the awarded proposer. While both firms presented strong references and highly qualified project teams, the Committee found that State Contracting & Engineering Corporation distinguished itself through its extensive experience with museums and historic structures. The Committee also noted that State Contracting & Engineering Corporation has experience in handling and installing artwork, a crucial component of the scope of work of this Project.

With over 30 years of experience, State Contracting & Engineering Corporation (“SCEC”) has been a trusted partner in bolstering Florida’s public infrastructure and development. SCEC offers construction services across various sectors, including commercial, civil, educational, interior, and sustainability. Its innovative, insight-driven approach consistently delivers high-quality results. Strong client relationships and repeated engagements reflect the reliability and excellence it brings to every project. SCEC has provided CMR services to a number of local South Florida agencies including City of Oakland Park, Miami-Dade Public Library System, and Miami-Dade College. All references provided positive feedback.

The Committee also deemed D. Stephenson Construction well-qualified and should be considered if the negotiations with SCEC are not successful.

Founded in 1992 by Dinah and Dwight Stephenson, D. Stephenson Construction (“DSC”) has consistently delivered complex projects on time and within budget, earning a reputation for integrity and client-focused service. With expertise in Construction Management, Program Management, General Contracting, and Design-Build services, DSC has successfully completed over 160 projects across municipal, educational, healthcare, transportation, and nonprofit sectors. DSC has provided services to a number of local South Florida agencies and clients, including Palm Beach County, Broward College, City of Dania Beach, and City of Miramar. All references provided positive feedback.

FISCAL IMPACT STATEMENT

Following approval of this item, staff will negotiate pre-construction services fees and contract terms with the selected firms in order of rank. The final negotiated GMP amendment will require approval by the Mayor and City Commission. It is not anticipated that grant funding will be utilized for this project.

FINANCIAL INFORMATION

The below listed amount is available for the funding of the contractual fees, once a contract is negotiated with the awarded vendor. Additional funds for this capital project shall be appropriated upon approval of the Arts and Culture G.O. Bond Tranche 2 issuance by the City Commission.

CONCLUSION

Based on the foregoing, it is recommended that the Mayor and City Commission approve the Resolution authorizing the Administration to enter into negotiations with State Contracting & Engineering Corporation, as the top-ranked proposer; further, if the Administration is not successful in negotiating an agreement with State Contracting & Engineering Corporation, authorizing the Administration to enter into negotiations with D. Stephenson Construction, Inc., as the second-ranked proposer; and further authorizing the City Manager and City Clerk to execute an agreement, upon conclusion of successful negotiations by the Administration, for pre- construction phase services only. The Resolution requires that the final negotiated GMP amendment for the construction services be submitted to the Mayor and City Commission for approval, at the conclusion of the pre-construction phase.
