RECOMMENDATION
It is recommended that the Mayor and Commission of the City of Miami Beach, Florida authorize the issuance of a Request for Qualifications (RFQ) for professional design services for the Miami Beach Convention Center (MBCC) roof remediation/replacement.
BACKGROUND/HISTORY
The Miami Beach Convention Center (MBCC) consists of 18 distinct roof sections totaling approximately 586,000 square feet. The primary roofing system includes metal decking, lightweight insulating concrete (LWIC), and a two- or three-ply modified bituminous membranes. These areas were last surface-coated approximately eight years ago.
One roof section, measuring around 60,000 square feet, was constructed using tectum decking in combination with LWIC and the same bituminous membrane system. This section also received a surface coating eight years ago.
Over the past two decades, the roof system has experienced intermittent and, at times, extensive leakage. Recent inspections and reported building conditions indicate that portions of the roof may be failing, with visible signs of moisture intrusion. Additionally, concerns have been raised regarding the structural integrity of the tectum deck and the viability of re-roofing over the existing LWIC substrate. Therefore, the Administration developed RFQ 2026-090-ND for professional design services for the Miami Beach Convention Center (MBCC) roof remediation/replacement.
ANALYSIS
The existing roof system at the Miami Beach Convention Center (MBCC) has exceeded its expected useful life and is no longer performing to standard. To preserve the integrity of the facility and ensure continued operational reliability, the City is issuing a Request for Qualifications (RFQ) for professional design services related to roof replacement. This initiative is critical to strengthening the building envelope against weather and environmental exposure, preventing future leaks and moisture intrusion, and mitigating risks associated with structural deterioration and indoor air quality concerns. Taking timely action will help safeguard the facility, support uninterrupted operations, and reduce long-term maintenance and repair costs.
Through this RFQ, the City seeks proposals from qualified architectural or engineering consulting firms with demonstrated experience in roof remediation and replacement design. The selected firm must possess the technical expertise to manage the full scope of services, including design, permitting, bidding and award support, and engineering services throughout the remediation or
replacement process. The consultant team should include qualified professionals and/or sub- consultants capable of guiding the City through the decision-making process in a manner that is both environmentally responsible and technically sound.
The work shall include, but not be limited to, conceptual drawings, surveying, design development, estimates of probable construction cost, construction documents, phasing and implementation plans, material selection and specifications, construction staging planning, scheduling, maintenance of traffic planning, permitting, bidding/award, and engineering services during construction. All plans must include the necessary drawings and technical specifications required to execute the improvements and must clearly define the scope of authorized and approved work.
The scope of work and requirements of the RFQ are more fully defined in the RFQ attached as Attachment A. Following the receipt of proposals, an Evaluation Committee will review proposals in accordance with the criteria established in the RFQ. After the Committee has evaluated the proposals, the City Manager will present an award recommendation to the City Commission for approval.
FISCAL IMPACT STATEMENT
The Facilities and Fleet Management Department has budgeted $500,000 for these services through capital project #63129. Fees will be established through the negotiation process. Services pursuant to the award of this RFQ shall be subject to successful negotiations and the availability of funds approved through the City's budgeting process. It is not anticipated that grant funding will be utilized for this project.
