COMMISSION MEMORANDUM
RECOMMENDATION
It is recommended that the Mayor and City Commission approve the award of a contract to Razorback LLC, the lowest responsive and responsible bidder, pursuant to Invitation to Bid (ITB) 2025-498-MP, Potable Water Tank Dry Cleaning Services.
This solicitation is currently under the cone of silence.
BACKGROUND/HISTORY
The Cityβs Public Works Department owns and maintains four (4) potable water storage tanks as part of its water distribution system. These tanks are essential to ensuring the continuous availability of clean and safe drinking water for the community.

Water Station No. 1, located at 2302 Pine Tree Drive, contains two tanks, each with a storage capacity of 3 million gallons. Water Station No. 2, located at 750 West 75th Street, also contains two tanks, each with a storage capacity of 4 million gallons.

In accordance with the Florida Department of Environmental Protection (FDEP) guidelines, public water systems are required to undergo sanitary surveys every three (3) to five (5) years, depending on system classification. To comply with these requirements, the City requires a qualified contractor to perform dry cleaning and inspection services for its potable water storage tanks. The most recent cleaning and inspection services were procured via an Invitation to Quote and completed in 2021 by The Crom Corporation d/b/a Crom LLC and Underwater Solutions Inc.
In order to complete the required services the Administration developed Invitation to Bid (ITB) 2025-498-MP, Potable Water Tank Dry Cleaning Services. The purpose of this ITB is to establish a contract with a qualified firm(s) to provide one-time dry cleaning and inspection services for all four potable water storage tanks, in accordance with FDEP requirements. The estimated budget for these services is $110,000.00
ANALYSIS
On September 5, 2025, the Invitation to Bid (ITB) was issued. A non-mandatory site visit and pre- bid conference were held on September 18, 2025, to provide information to prospective proposers. One (1) addendum was issued, and a total of 831 prospective bidders accessed the solicitation. Responses to the ITB were due on October 20, 2025, by which time the City received three (3) bids: from Hydra Dive Tech LLC, Razorback LLC, and CROM LLC. See

The bid submitted by Hydra Dive Tech LLC ("Hydra Dive") was deemed non-responsive due to failure to meet the Minimum Eligibility Requirement of the ITB and therefore its bid was not considered for further consideration.
The ITB stated that the lowest responsive, responsible bidder(s) meeting all ITB terms, conditions, and specifications would be recommended for award. In its due diligence, the Procurement and Public Works Departments verified that the lowest responsive and responsible bid was submitted by Razorback LLC.
Founded in 2008, Razorback LLC (βRazorbackβ) has been in business for 17 years, with a local presence in Florida for the past 5 years. The company specializes in industrial construction, particularly in water and wastewater treatment, including elevated and ground tank rehabilitations, structural concrete repairs, and structural construction, among other services. In 2020, Razorback was prequalified by the City to be included in the vendor pool for painting services. Additionally, in 2022, Razorback was awarded Contract No. 22-178-ND with the City of Miami Beach for the Exterior Repair and Coating of the Prestressed Concrete Water Tanks, which was completed in 2023. Razorback has completed numerous tank rehabilitation projects, including dry cleaning and inspection services, for various municipalities and counties across Florida. Notable clients include the City of Marge, Desoto County, and Marion County, where Razorback currently holds a five-year term contract for water tank maintenance through July 2028. The company also holds a $1.3 million contract with Tampa Bay Water for tank cleaning and inspection services, and has completed a $1.7 million water tower steel repair and painting project for Royal Bridge, Inc. In addition to rehabilitation and repair, these contracts include cleaning and inspection report services for prestressed concrete tanks. Furthermore, references provided positive feedback on the company.
FISCAL IMPACT STATEMENT
Public Works Department has estimated a budget of $110,000 for these services; the bid submitted by Razorback for a total amount of $78,000 represents a saving of $32,000 for the City.
