RECOMMENDATION

Please place on the December 17, 2025 agenda a referral to the Public Safety and Neighborhood Quality of Life Committee (β€œPSNQLC”) to discuss a potential City policy, and other options, to mitigate early-morning noise from noise-producing, non-emergency City vehicles.

I would like the City Administration to be prepared to discuss resident concerns regarding noise generated by non-emergency City vehicles during the early-morning hours, in particular complaints about backup-alarm beeping disturbing residential neighborhoods. These concerns raise important quality-of-life issues and, as such, I would like a clearer understanding of the City’s current operational practices, the necessity of the early-morning deployment of certain non- emergency, noise-producing vehicles, and the availability of quieter or alternative safety technologies.

Accordingly, I would request that the Administration be prepared with its assessment of the problem, along with its recommendations and potential solutions. This may include a new City policy, adjustments to scheduling, the possible adoption of white-noise or smart-sensor backup alarms, revised operational protocols in residential zones, or any other practical measure(s) that balance residents’ quality of life with essential City functions.
