RECOMMENDATION

BACKGROUND/HISTORY

ANALYSIS

Please place on the December 17, 2025 City Commission agenda a referral to the Public Safety and Neighborhood Quality of Life Committee (“PSNQLC”) to discuss the State of Florida’s Advanced Air Mobility (“AAM”) Business Plan as it relates to the City of Miami Beach.

I would request that the City Administration review the State’s AAM Business Plan in light of Florida’s emerging Intercity Aerial Highway Network. As Florida advances statewide standards and corridors for next-generation air transit, it is essential for us (the City of Miami Beach) to evaluate how AAM technologies—such as electric vertical takeoff and landing (“eVTOL”) aircraft—may enhance regional connectivity, mitigate traffic congestion within the City, and expand modern, sustainable transportation and mobility options. In reviewing, please consider regulatory developments, infrastructure requirements, potential future vertiport locations, and opportunities for public-private partnerships or other available resources.

Furthermore, I would request that the Administration assess how the City can strategically position itself within Florida’s broader Aerial Highway Network to ensure the City is prepared for the long- term integration of advanced aviation services. This should include analyzing compatibility with other existing or planned transportation systems, identifying potential economic and tourism benefits, and outlining any steps the City can or should be taking at this juncture to better position itself for future participation.
