REFERRAL TO THE PUBLIC SAFETY AND NEIGHBORHOOD QUALITY OF LIFE COMMITTEE TO DISCUSS/TAKE ACTION REGARDING ASSIGNING A CODE COMPLIANCE OFFICER EXCLUSIVELY TO SANITATION ENFORCEMENT AND OVERSIGHT.

RECOMMENDATION

BACKGROUND/HISTORY

Please refer a discussion to the Public Safety and Neighborhood Quality of Life Committee (β€œPSNQLC”) to discuss/take action regarding the recommendation made by the Ad Hoc Sanitation Advisory Committee at its October 23, 2025 meeting, as documented in LTC 479-2025.

The Committee identified several opportunities to enhance sanitation operations throughout the City and recommended that one of the existing Code Compliance Officer positions currently funded by the Public Works Sanitation Division be assigned exclusively to sanitation-related enforcement and oversight.

The proposed responsibilities for this dedicated officer would include:

Enforcing illegal dumping and littering regulations Enforcing recycling and contamination regulations Maintaining alleyway cleanliness Managing overflowing dumpsters and containers Supporting the City’s broader waste reduction and cleanliness goals

The Administration is requested to evaluate this recommendation and provide guidance or action steps for implementation.
