C4 H REFERRAL TO THE LAND USE AND SUSTAINABILITY COMMITTEE TO DISCUSS AMENDMENTS TO THE RESILIENCY CODE REGARDING VETERINARY AND ANIMAL CLINICS IN CERTAIN RESIDENTIAL PERFORMANCE STANDARD ZONING DISTRICTS. Applicable Area:

COMMISSION MEMORANDUM

TO:
Honorable Mayor and Members of the City Commission
FROM:
Commissioner David Suarez
DATE:
December 17, 2025
TITLE:
REFERRAL TO THE LAND USE AND SUSTAINABILITY COMMITTEE TO DISCUSS AMENDMENTS TO THE RESILIENCY CODE REGARDING VETERINARY AND ANIMAL CLINICS IN CERTAIN RESIDENTIAL PERFORMANCE STANDARD ZONING DISTRICTS.

RECOMMENDATION

Under the current regulations of the Resiliency Code, veterinary and animal clinics are a Class 2 medical use and are not permitted within any of the residential performance standard zoning districts (R-PS1, R-PS2, R-PS3 and R-PS4) or in the C-PS1 district. I would like the LUSC to discuss potential amendments to the Land Development Regulations of the City Code (LDRs) to allow for veterinary and animal clinics within certain residential performance standard districts, as well as the C-PS1 district, either as a main permitted or accessory use.

As part of this discussion I am requesting that the Administration draft potential amendments to the applicable sections of the LDRs for review and consideration by the LUSC. Following a recommendation of the LUSC, a draft ordinance can be prepared for referral to the Planning Board by the City Commission.
