RECOMMENDATION
The Administration recommends approving the Resolution.
BACKGROUND/HISTORY
On June 22, 2022, the Mayor and City Commission (City Commission) authorized the Administration to enter into negotiations with Hazen and Sawyer, P.C. (Hazen), the top-ranked proposer and A&P Consulting Transportation Engineers, Corp. (A&P), for Engineering Services for Water and Wastewater Projects (RFQ) No. 2022-122-ND.
On February 8, 2023, the City and A&P entered into an engineering Agreement having an initial term of three (3) years, with two (2) one-year renewal terms.
On April 28, 2023, the City Commission approved a request for routine renewals, task orders, change orders, or contract amendments for City-awarded contracts, including the assignment of the agreement from A&P to CHA Consulting Inc. (CHA), which had acquired A&P in February 2021. This assignment transferred all rights, titles, interests, and obligations of the agreement from A&P to CHA.
On July 26, 2023, the City Commission approved the Sanitary Sewer Pump Station No. 29 Rehabilitation Resiliency Improvement Project, Pursuant to the Agreement RFQ 2022-122-ND via Resolution No. 2023-32698.
The Service Order for Change Order No. 1 entails the design services necessary for compatibility between the designed rehabilitation and resiliency upgrades of Sanitary Sewer Pump Station No.
29 (SSPS 29), located Northwest of the intersection between Indian Creek Drive and West 63rd Street, with a future force main project connecting to the station. This refers to rehabilitating the pipes and valves in the yard area of SSPS 29.
ANALYSIS
The SSPS 29 Rehabilitation and Resiliency Improvement Project is considered a priority wastewater project for North Beach and the Satellite Cities. The project seeks to rehabilitate the critical sanitary sewer pump station by replacing mechanical, electrical and structural components that are at the end of their useful life. Improvements to SSPS 29 were recommended by the Cityβs Sewer System Master Plan. The original design scope of work for the rehabilitation of the pump station was limited to the above-mentioned components, however, upon further review it has been determined that it is in the Cityβs best interest to incorporate the yard piping in the immediate vicinity of the pump station to the scope. The proposed yard piping will connect to a new force main on the discharge end of the pump station, designed under a separate Service Order. This will ensure that no old infrastructure remains in place between the rehabilitated pump station and the new discharge force main avoiding potential weak points within the sewer system.
Additional scope of work includes all required design, permits and development of construction specifications for the yard piping. This pump station is one of the largest in the City and is responsible for boosting sewer flows from all north beach, including Satellite Cities, to the south for further conveyance to Miami Dade Countyβs Central District Wastewater Treatment Plant.
CHA provided a proposal (Attachment A) to conduct data gathering, preparation of design drawings, development of specifications, permitting, and post-design support services to be completed under Agreement 2022-122-ND for Engineering Services for Water and Wastewater System Projects.
The Administration, pursuant to RFQ 2022-122-ND for Engineering Services for Water and Wastewater System Projects between the City and CHA, requests that the Mayor and City Commission authorize Change Order No. 1, to complete the yard piping design for SSPS 29; and the replacement of aging infrastructure, in the not to exceed amount of $17,811.10, increasing the total project cost from $568,475.51 to $586,286.61, work to be performed by CHA. Public Works has reviewed the scope of work provided by CHA and finds it fair and reasonable.
Once completed the project will ensure reliable service to northern portions of the City and to Satellite Cities.
FISCAL IMPACT STATEMENT
The current total project budget for design services is $568,478.51. The additional project cost is $17,811.10, increasing the total project budget cost for design services to $586,286.61.
