RECOMMENDATION

The Administration recommends approving the Resolution, accepting the recommendation of the Finance and Economic Resiliency Committee at its October 15, 2025, meeting for the creation of a green roof project to be considered as part of the FY2027 capital budget process.

BACKGROUND/HISTORY

On May 15, 2024, the Mayor and City Commission (the City Commission) adopted a dual referral pursuant to Resolution No. 2024-33064, sponsored by Commissioner Joseph Magazine (item C7 BH) to the Finance and Economic Resiliency Committee (FERC) and the Land Use and Sustainability Committee (LUSC) to discuss creating and expanding green roofs, greenery and landscaping on City buildings.

The item was subsequently discussed at the July 9, 2024, and October 14, 2024, meetings of the LUSC. The item was also discussed the June 11, 2025, and October 15, 2025, meetings of the FERC.

ANALYSIS

On June 11, 2025, the FERC heard Item NB 14 (Discuss the Feasibility of Implementing a Green Roof at City Hall), along with companion item NB 4 (Explore Feasible Strategies for Creating and Expanding β€œGreen Roofs” on City Buildings). The Committee asked Administration to explore lower impact and smaller scale versions of green roofs on City buildings.

Ultimately, the Committee encouraged Administration to explore different types of plant material with less stringent watering requirements (ie. drought tolerant plants) and suggested spending the original budget request of $600,000 across three buildings as opposed to spending the entire allocation in one building and risking that the pilot program is unsuccessful.

Implementation of different types of green roofs would allow City staff to determine what types of

green roof installations, growth mediums and plant materials thrive and, ultimately, allow staff to expand on successful models for future projects.

Through previous research on this item, the Facilities Management Division had identified the Facilities Management building (1833 Bay Road), the β€œ777” Building (1701 Meridian Ave.) and the Scott Rakow Youth Center (2700 Sheridan Ave.) to be suitable facilities for potential partial green roof projects.

The item was last discussed at the October 15, 2025, meeting of the FERC, wherein the Committee directed Administration to return to Commission with a favorable recommendation for the creation of a green roof project, to be considered as part of the 2027 capital budget process.

Additionally, the Committee Chair directed the Facilities Management Division to collaborate with the City’s Environment & Sustainability and Grants Departments to identify potential green infrastructure grant opportunities in support of this project.

FISCAL IMPACT STATEMENT

The fiscal impact of this project is $600,000, to be considered as part of the FY27 capital budget process
