BACKGROUND/HISTORY
The City of Miami Beach applies for various grants and funding allocations from external agencies and organizations. Information regarding the projects and funding sources is included in the Analysis section of the Agenda Item.
ANALYSIS
1. The Children’s Trust, Family Neighborhood Support Partnerships Grant Program, in the approximate amount of $500,000 for Family Pathways Program
The Children’s Trust Family and Neighborhood Support Partnerships Program offers comprehensive and individualized support for children, youth, and families experiencing challenges that may limit them from realizing their full health, social, educational, and economic potential. The program aims to amplify strengths and build resilience to counter the effects of adverse childhood experiences such as child abuse or neglect, exposure to trauma and violence, family mental health issues, legal issues, and extreme poverty.
The City administration is accepting a grant renewal in the approximate amount of $500,000 for the City’s Family Pathways Program, which is a partnership between the City of Miami Beach and human services providers. The renewal is being administered through the Housing and Community Services Department. The renewal period is from October 1, 2025 to September 30, 2026. No matching funds are required.
2. U.S. Department of Homeland Security (DHS), FY 2026 Urban Area Security Initiative Grant Program (UASI), in the approximate amount of $282,000 for Gas Masks and Ballistic Helmets.
The UASI program enhances the security and resilience of high-risk urban areas by building, sustaining, and improving capabilities to prevent, prepare for, protect against, and respond to acts of terrorism. This goal focuses on enabling urban areas to address identified security gaps, increase interagency coordination, and strengthen critical infrastructure protection to reduce vulnerabilities in locations facing heightened risks.
The City administration is applying for a grant in the approximate amount of $282,000 for gas masks and ballistic helmets to support the Miami Beach Police Department (MBPD) against active threats. No matching funds are required.
3. Florida Department of Law Enforcement (FDLE) through U.S. Department of Justice (DOJ), Edward Byrne Memorial Justice Grant Countywide (JAGC), in the approximate amount of $11,500 for red dot sights.
The JAGC program is subdivided between state shares and local shares. The local share is divided among Florida's 67 counties through a formula-based funding matrix. This funding is distributed with the goal of improving the criminal justice system.
The City administration is applying to a grant in the approximate amount of $11,500 for the procurement of red dot sights for the Rapid Deployment Force and K9 Unit officers. These technological pieces will be mounted on standard issue pistols to enhance precision, response time, and performance. The red dot sights are essential for the Police Department to ensure optimal public and officer safety. No matching funds are required.
4. Florida Department of Law Enforcement (FDLE) Identity Theft and Fraud (IDTF) program grant application, in the approximate amount of $10,000 for overtime salaries costs for three (3) detectives.
Section 943.0412, Florida Statutes provides funding to the Florida Department of Law Enforcement to support local law enforcement agencies in the investigation and enforcement of personal identification information theft and fraud.
The City administration is applying to a grant in the approximate amount of $10,000 for overtime salaries costs for three (3) detectives conducting identity theft and/or fraud investigations. No matching funds are required.
5. U.S Department of Housing and Urban Development, through Miami-Dade County Homeless Trust, in the approximate amount of $38,000 for the HMIS Staffing and Identification Assistance Programs
The U.S. Department of Housing and Urban Development, through the Miami-Dade County Homeless Trust, provides critical funding to the City of Miami Beach for the HMIS Staffing and Identification Assistance Programs. These initiatives are designed to enhance the city’s Homeless Management Information System (HMIS) capacity and support outreach efforts by helping individuals experiencing homelessness obtain valid identification.
The City administration is applying for a grant in the approximate amount of $38,000 to provide a dedicated HMIS Outreach staff person to maintain data current in the HMIS. No matching funds are required.
6. Miami-Dade County Program, Water Safety Education and Instruction Services as part of the Zero Drownings, in the maximum amount not-to-exceed $100,000 for water safety education and instruction services.
Zero Drownings Miami-Dade is a new innovative water safety program that will transform drowning prevention education throughout the county by investing in year-round, continuous swim lessons for those who need it the most. Key community partners and swim safety practitioners are working collaboratively to develop, operate, and fund a long- term, large-scale safety net for children by coordinating essential learn to swim lessons during the school day.
The City administration is applying to a grant in the maximum amount not to exceed $100,000 for the joint initiative between Miami Dade County and The Children's Trust for water safety education and instruction services. No matching funds are required.
7. Florida Department of Health (FDH), through Emergency Medical Services (EMS) matching grant, in the approximate amount of $142,000 for two (2) Stryker Power PRO2 Stretchers.
The Stryker Power-PRO 2 is a state-of-the-art powered ambulance stretcher designed to enhance safety, efficiency, and ease of use for emergency medical services. It features a one-touch powered lift system, advanced battery technology, and integrated smart equipment management to reduce physical strain on EMS personnel and improve patient
handling. With its ergonomic design and real-time diagnostics, the Power-PRO 2 helps streamline operations while minimizing injury risk and equipment downtime.
The City administration is applying to a grant in the approximate amount of $142,000 for two (2) Stryker Power PRO2 Stretchers as they are essential for mitigating the exceptional risk of injury used to transport patients weighing up to 700lbs. The City is providing matching funds in the approximate amount of $35,000 from account number 011-1220- 000343-19-401-505-00-00-00.
8. Florida Department of Transportation (DOT), Transportation Alternatives (TA) Program, in the approximate amount of $2,600,000 for two (2) projects.
Florida receives funding by contract authority from the United States Department of Transportation’s Federal Highway Administration (FHWA) through the Surface Development Block Grant. Subject to the overall federal-aid obligation limitation, a portion of these allocations are for transportation “alternatives” or “enhancements”. FDOT administers this federal funding, now known as the Transportation Alternatives Set-Aside program (TA), through a competitive process. TA funds a variety of smaller-scale transportation projects and activities that expand and integrate accessible non-motorized travel choices and make them safer, including on- and off-road bicycle and pedestrian facilities, recreational trails, safe routes for non-drivers, safe routes to schools, and accessibility improvements to help achieve compliance with the Americans with Disabilities Act of 1990. This year, the City is applying for grant funding for two separate projects as described below, in the combined approximate combined amount of $2,600,000 Million.
Priority 1: Pine Tree Drive Bicycle/Pedestrian Facilities Improvements in the approximate amount of $2,200,000
Pine Tree Drive Bicycle/Pedestrian Facilities Improvements consisting of bicycle lanes on Pine Tree Drive between Dade Boulevard and 63 rd Street, and on La Gorce Drive between 52 nd Street and 63 rd Street. The project start date is FY 2032. The approximate match of $710,000 is contingent on Commission approval during the FY2032 budget process.
Priority 2: Pedestrian Crossing Improvements in the approximate amount of $400,000
Pedestrian Crossing Improvements at two (2) locations. In North Beach, the North Shore Drive/South Shore Drive/Bay Drive adding a crosswalk with ADA ramps on the south leg of the intersection with Rectangular Rapid Flashing Beacons (RRFB). In South Beach, the Mid-Block Crosswalk on West Avenue between 6 th Street and 8 th Street project includes raising the existing mid-block crosswalk with adding RRFB. The project start date is FY 2032. The approximate match of $63,000 is contingent on Commission approval during the FY 2032 budget process.
9. Florida Department of Law Enforcement Criminal Justice Information Services (CJIS), in the approximate amount of $62,000 for overtime funding for transition to the Florida Incident Based Reporting System (FIBRS)
In FY 2022, the Florida Department of Law Enforcement (FDLE) received authority to administer an estimated $6 million to Florida law enforcement agencies to assist in the
financial burden of transitioning to the technological requirements of the Florida Incident- Based Reporting System Project. From this funding, $1,466,286 has been reverted and reappropriated through FY 2026. Of these funds, some agencies are approved to continue pre-existing projects, while approximately $1.2 million of the funding is available for new applications.
The City administration is applying to a grant in the approximate amount of $62,000 for overtime funding for transition to the Florida Incident Based Reporting System (FIBRS). No matching funds are required.
10. U.S. Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), through FIFA World Cup Grant Program (FWCGP) in the approximate amount of $3,300,000 for C-UAS (DRONE) Counterintelligence.
The FIFA World Cup Grant Program (FWCGP), administered by the U.S. Department of Homeland Security (DHS) through the Federal Emergency Management Agency’s (FEMA) Grant Programs Directorate (GPD), provides $625 million in federal funding to enhance security and preparedness for the 2026 FIFA World Cup events in the United States.
The City administration is applying to a grant in the approximate amount of $3,300,000 for the City of Miami Beach Police Department for critical technologies, planning, and training needed to prepare, protect against, identify, and mitigate the threats of unauthorized drones. No matching funds are required.
11. U.S. Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), through FIFA World Cup Grant Program (FWCGP) in the approximate amount of $2,500,000 for staffing,
The FIFA World Cup Grant Program (FWCGP), administered by the U.S. Department of Homeland Security (DHS) through the Federal Emergency Management Agency’s (FEMA) Grant Programs Directorate (GPD), provides $625 million in federal funding to enhance security and preparedness for the 2026 FIFA World Cup events in the United States.
The City administration is applying to a grant in the approximate amount of $2,500,000 for personnel overtime. No matching funds are required.
12. Department of Homeland Security (DHS) Operation Stonegarden Sub-Agreement with Miami-Dade County Sheriff’s Office, in the approximate amount of $7,500 for overtime for information, investigative, and intelligence sharing activities plus fringe benefits.
The United States Department of Homeland Security (“DHS”), through the Florida Division of Emergency Management (“FDEM”), awarded grant funds from the Fiscal Year 2023 Homeland Security Grant Program to Miami-Dade County (“County”), through the Miami- Dade Police Department (“MDPD”), for the DHS Operation Stonegarden (“OPSG”) program, a joint effort between state, local, tribal, territorial, and federal law enforcement agencies (collectively “Partner Agencies” and each a “Partner Agency”) to secure the United States borders along routes of ingress from international borders to include travel corridors in states bordering Mexico and Canada, as well as states and territories with international waters.
The City administration is accepting a subaward agreement with Miami-Dade Sheriff’s Office and the City of Miami Beach in the approximate amount of $7,500 for overtime for information, investigative, and intelligence sharing activities plus fringe benefits. No matching funds are required.
