RECOMMENDATION
Adopt the Resolution.
BACKGROUND/HISTORY
Pursuant to Section 2.04 of the Miami Beach City Charter, the City Commission shall meet at such times as may be prescribed by ordinance or resolution.
The City Clerk recommends that when scheduling the City Commission meeting calendar, the City Commission consider the following events: Art Basel; the August recess; September for setting the tentative and final millage and budget approval; November and December for election and run-off election meetings (if it is an election year); spring and winter school breaks; Federal and City Holidays (Attachment A); and Religious Holidays (Attachments B and C).
In accordance with Ordinance 2023-4541, the presentation of proclamations, awards, certificates, and all other recognitions made by the Mayor and City Commissioners shall occur at separate, regularly scheduled meetings of the City Commission dedicated specifically for these purposes. These meetings shall be scheduled every other month whenever possible, or on other dates as the City Commission determines at its discretion, provided that at least six (6) presentations and awards meetings are scheduled each year. No other business may be conducted during these Presentations and Awards meetings.
The City Clerk suggests that when scheduling the 2026 City Commission, Miami Beach Redevelopment Agency (MBRDA), and North Beach Community Redevelopment Agency (NBCRA) meeting dates, the City Commission consider the following goals:
1. Schedule, when possible, one City Commission meeting per month; 2. Schedule six separate Presentations and Awards/Commission meetings per year; and 3. Avoid scheduling Commission meetings during August, while the City Commission is in recess.
Additionally, the City Clerk has taken into consideration the availability of the Mayor and City Commissioners, as communicated to the Office of the City Clerk. Meeting dates have been proposed with the intent to avoid known scheduling conflicts and periods of unavailability, ensuring optimal participation.
While the goal of scheduling one City Commission meeting per month was attempted, we do not recommend scheduling a meeting in January due to the unavailability of some elected officials. Instead, as was done in 2025 and 2022, we recommend scheduling two Commission meetings in February, one during the first week of the month and one during the last week of the month. The proposed calendar reflects a balanced approach that prioritizes availability, statutory obligations, and operational needs.
