TITLE:
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, CONSENTING TO THE APPOINTMENT OF JOHN C. NORRIS, AS THE PUBLIC WORKS DIRECTOR OF THE CITY OF MIAMI BEACH.

RECOMMENDATION

Pursuant to the requirements of Article IV, Section 4.02 of the City Charter, it is recommended that the Mayor and the City Commission adopt the attached resolution consenting to the appointment of John C. Norris as the Public Works Director of the City of Miami Beach.

BACKGROUND/HISTORY

John Norris is an exceptional candidate for the position of Public Works Director. With nearly 15 years of experience in local government, he has successfully held senior leadership positions in three cities, including two within Florida. Currently serving as the Director of Public Works for the City of Coral Springs, Florida, he has successfully led various divisions, including utilities (water and sanitary sewer), stormwater, streets, fleet services, facilities maintenance, solid waste, landscaping, and engineering. His extensive experience in public works management is evident through his oversight of a $72,734,000 budget and the management of 120 employees. Mr. Norris’s ability to prepare and implement budgets effectively showcases his financial acumen and strategic planning capabilities, making him a valuable asset to our organization. As the Director of Stormwater, Pavement, and Traffic Operations for the City of St. Petersburg, Mr. Norris led a modern approach to address sunny day flooding in high-risk neighborhoods.

Mr. Norris's expertise in municipal franchise agreements is also noteworthy, as he has led the procurement, negotiation, and implementation of an exclusive franchise agreement for solid waste collection and disposal with a potential term of 17 years. This experience highlights his proficiency in managing complex contracts and ensuring long-term sustainability for municipal services. Additionally, he has directed a membrane feasibility study for replacing the lime softening water treatment plant in response to concerns about emerging contaminants that may be regulated by the Florida Department of Environmental Protection (FDEP). This initiative demonstrates his commitment to innovative solutions and proactive management of environmental challenges

Mr. Norris’s educational background further complements his professional experience. He holds a Bachelor of Science degree in Civil Engineering from The Citadel, The Military College of South Carolina and a Master of Public Administration from Columbia Southern University, which has provided him with a strong foundation in the principles and practices of public works management. In summary, Mr. Norris's extensive experience, proven leadership, and strong educational background make him an ideal fit for the role of Public Works Director. I am confident that he will bring valuable insights and drive positive outcomes for our organization.
