RECOMMENDATION
Please place the above item on the October 29, 2025 City Commission meeting agenda as a referral to the Public Safety and Neighborhood Quality of Life Committee (โPSNQLCโ).
BACKGROUND/HISTORY
Padel is a popular racket sport played in doubles on an enclosed court about one-third the size of a tennis court. Padel play can create loud, repetitive, and jarring or disruptive noise exceeding the noises produced by tennis courts whenever a padel racket strikes a ball or a padel ball strikes the walls of a padel court. Noises from padel courts in residential areas of the City can cause disruption to nearby homes and adversely affect neighborsโ use and enjoyment of their properties.
The Cityโs noise ordinance is set forth in Article IV of Chapter 46 of the City Code, entitled โNoise,โ section 46-152 of which prohibits certain unreasonably loud, excessive, unnecessary or unusual noise. The noise ordinance includes a list of acts that are โdeclared to be unreasonably loud, excessive, unnecessary or unusual noises in violation of this section.โ Presently, noise from court games is not an enumerated source of unreasonably loud, excessive, unnecessary, or unusual noise, although the list is not exclusive.
ANALYSIS
I would like the PSNQLC to consider proactive enforcement efforts and, if appropriate, amendments to the City Code to address excessive noise from padel and other court games in residential zoning districts. This may include restrictions on the lawful hours of operation of padel courts and other court games located in or adjacent to residentially zoned parcels. Additionally, I would like the Committee to consider amendments to the City Code to include padel and court game noise as an enumerated example of unreasonably loud, excessive, unnecessary, or unusual noise.
